The Florida Supreme Court held that the Legislature's 2017 repeal of a 2012 law declaring taxicab certificates and permits to be "private property" did not constitute a taking under the Florida Constitution's Takings Clause. The Court established that government-granted property rights must be conferred on an irrevocable basis for a predetermined period to qualify as compensable "private property" under the Takings Clause.
