Doral created an elected-officials pension by ordinance in 2021, then repealed it retroactively in 2023; four former officials already receiving benefits sued for a declaration that their rights had vested. The Third DCA held that the ordinance's use of the present-perfect tense meant pre-enactment service counted toward eligibility (and was not a retroactive application), but that section 215.425(1)'s bar on 'extra compensation' invalidated pensions for the two officials who had fully completed service before the ordinance was adopted. The two officials still serving at enactment had vested, constitutionally protected rights, so the repeal impaired their contracts; the other two had no vested rights and equitable estoppel could not be used to compel an illegal payment.
